AnnotationThe National Care Standards Commission NCSC) takes over responsibility for regulation of social care and independent health care services in April 2002. These draft Regulations set out requirements for all providers required to be registered under Part II of the Care Standards Act 2000 by the NCSC. Providers include care homes (residential and nursing), domiciliary care agencies, and nursing agencies. Key concerns in the registration process include fitness of persons and premises, and information about the provider. The Regulations have been developed using provisions already set out in the Registered Homes Act 1984 and the Residential Care Homes Regulations 1984 (both intended for repeal in April 2002, along with the Nurses Agency Act 1957). The document also contains a partial regulatory impact assessment (RIA) which discusses the benefits and costs of implementing the Regulations. Registration fees, frequency of inspection, transitional provisional regulations are being covered in separate documents. Responses on this consultation are invited by 16 October 2001. (RH).
