AnnotationUnder Section 29 of the National Assistance Act 1948, Councils are required to compile and maintain classified registers of people who are deaf, blind and hard of hearing. Current triennial report of the return SSDA 910 (formerly series A/F 20), which contains detailed statistics on persons registered with local authority social service departments in England, as being deaf or hard of hearing. Registration is not compulsory, so the figures do not provide a complete picture. (KJ).
