AnnotationMiddlesbrough was formerly part of Cleveland, and became a unitary authority in 1996. The purpose of the Joint Review is to provide an objective assessment of how well local people are being served by their social services, and to make a constructive contribution toward the further improvement of the services provided. Overall, Middlesbrough was found to be meeting most people's needs: most users and carers were satisfied with services received. The report notes projects aimed at improving minority ethnic communities' uptake of services. Other examples of good practice include multi-agency work connected with Better Government for Older People (BGOP), and a drop-in centre for staff and service users undertaking National Vocational Qualifications (NVQs). Priorities identified for action by the review include: promoting independence and developing services that reduce the use of institutional care; developing user and carer participation and empowerment; and tackling the full range of diversity issues.
