| Annotation | This circular informs of changes to current regulations, the most significant of these are detailed as follows:. 1. A new savings disregard into the financial assessment for residential accommodation, to come into force on 6 October 2003. 2. Reminds councils of how the financial assessment for home care and other non-residential care services deals with the introduction of Pension Credit. The Annex to this circular gives fuller details.
