AnnotationThe Bill recommended the establishment of a special heating benefit, to be a charge of the National Insurance Fund, to be known as the "Cold Climate Allowance". Those eligible to claim the allowance would include those in receipt of Income Support, Housing Benefit, Family Credit or Basic State Pensions. The allowance was to take account of the the severity of the climate in various parts of the UK, assessed on long term average annual temperatures. (RH).
