AnnotationThe Social Security Committee report has the title `The financing of private residential and nursing home fees'. The Government in its response to the two reports states that `many of the concerns expressed by the Committees will be allayed with the full implementation of Community Care in April 1993'. Government policy was to increase Income Support limits to take effect from April 1992, with no further general uprating of Income Support limits, outside the normal annual review. It responds on the following points: Greater London allowances; local top-ups; housing benefit; disregard of top-up payments; choice of home; local and health authority funding; hospital discharge; nursing care; assessing claims; assessment of needs; transfer of funds from April 1993; role of local and health authorities; and alternative services. An annex outlines social security, local authority and health authority responsibilities for residents of residential care and nursing homes, and arrangements after April 1993. (RH).
