AnnotationThe proposals described in this White Paper aimed to change the financial structure which had been assembled piecemeal in response to housing policies of the previous fifty years. The aims were to concentrate on areas of greatest housing need, to stimulate slum clearance, and building of new homes and improvement of existing ones. Other proposals concerned attempts at a fair patterns of rents in the private and public sectors; the voluntary housing movement; and new and expanding towns. (RH).
