AnnotationThe main purpose of this Bill is to implement the central recommendation contained in the Report of the Committee on Local Authority and Allied Personal Social Services (Cmnd 3703, the Seebohm report), namely that each local authority concerned should, for the purposes of their social services functions, establish a single committee and appoint a director. With one minor exception, the Bill does not extend to Scotland or Northern Ireland.
