AnnotationAge Concern Scotland's submission on the 1985 Green Paper, "Reform of social security" considers housing benefit, supplementary benefit, the death grant and widow's allowance, and pensions. While it shares the Government's wish to simplify the welfare state, some of the proposals, notably on housing benefit, will make the system more more complex. To Age Concern Scotland, the reviews just seem to be a series of poorly co-ordinated cuts. There is no hint that a coherent reform, such as negative income tax, was even considered. (RH).
