AnnotationThe Committee's terms of reference were to review the present and prospective cost of the National Health Service (NHS); to suggest means of ensuring effective control and efficient use of available Exchequer funds; and to advise how a rising charge on the Exchequer can be avoided, while providing for the maintenance of an adequate service. The report covers: the general administrative structure; hospital and specialist services; the family practitioner services; local health authority services; and the Whitley Council machinery. While some defects were found in the NHS's organisation and administration, the Committee concluded that the service's record of performance had been one of real achievement. (RH).
