AnnotationIn September 1976, the Department of Health and Social Security (DHSS) was asked to conduct a comprehensive review of the supplementary benefits scheme in Britain. The specific aims of the review were: to examine the scope and purpose of the scheme and its method of operation; to produce a simplified scheme which would be more comprehensible to claimants and staff, with rules capable of being published; to use financial resources more effectively; to improve the appeals system; and to examine the role of the Supplementary Benefits Commission (SBC). This report contains the findings and the recommendations of the review. (AKM).
