| Annotation | A telephone survey of the procedures and criteria related to Part 3 applications for residential care in 33 local authorities in the Greater London Council (GLC) in 1977. This revealed variations in the way Part 3 applications were defined, in the criteria used to decide their eligibility and priority, and in the procedures employed to make these decisions. This article presents an overview of the survey and focuses on the interaction between some of the organisational needs, management procedures and practice dilemmas revealed during the application process.
