AnnotationThis preliminary report has been prepared with the intention of provoking national discussion about the continuing increase in homelessness and the growing use of temporary accommodation. It concludes that government must accept responsibility for meeting the needs of homeless people, instead of expecting local authorities, with their diminishing resources, to bear the brunt. The government should ensure that implementation of the legislation, incorporated in Part III of the Housing Act 1985, is strengthened and tightened, and that homeless applicants are treated similarly by different local authorities.
