| Annotation | Many social services departments are being forced to close their residential homes or transfer them to the independent sector. Before the election, the Labour Party committed itself to a 'mixed economy of care', but will be unlikely to honour this commitment, unless it acts quickly. This paper outlines some of the pressures on councils to close their homes or transfer them to the private sector. It identifies recent political commitments on the future of residential care, and explains why retaining council run homes will contribute to community care objectives. It considers the possible impact of imposing registration standards on local authority homes, in the absence of a level financial playing field. The Local Government Information Unit (LGIU) calls for immediate changes to benefits and capital finance, to reduce the pressures and incentives that are forcing councils to divest themselves of residential homes. |
