| Annotation | It is commonly believed that older people in Japan are cared for by their children, and therefore require less formal services. However, the rapid ageing of the population together with social changes means that health and social services are in need of major restructuring to meet the changing needs of the older population. This commentary briefly looks at the new public long-term care insurance system which is due to be enforced in year 2000. The system is to be financed by mandatory social insurance contributions and taxation, and the provision of long-term care would become an entitlement, with no consideration of the degree of family support available.
